The order aims to ensure that AI models used and procured by the federal government prioritize truthfulness and ideological neutrality, protecting Americans from AI outputs that reflect ideological biases[1][2].

The order specifically targets concerns that AI models might incorporate or promote ideological dogmas such as diversity, equity, and inclusion (DEI), critical race theory, unconscious bias, intersectionality, and systemic racism, which the order characterizes as "woke" influences. It mandates that large language models (LLMs) procured by federal agencies must comply with two core "Unbiased AI Principles": Truth-Seeking and Ideological Neutrality[1][2].

The Truth-Seeking principle requires AI to be truthful, prioritizing historical accuracy, scientific inquiry, objectivity, and acknowledging uncertainty when information is incomplete or contradictory. The Ideological Neutrality principle mandates that AI must be a neutral, nonpartisan tool that does not manipulate responses to favor ideological views like DEI. Developers are prohibited from intentionally encoding partisan or ideological judgments in AI outputs unless these are explicitly requested or accessible to users[1][2].

To enforce these principles, the Office of Management and Budget (OMB) is directed to issue guidance to federal agencies on procurement guidelines, including requirements for transparency about AI system specifications and contractual terms that hold vendors accountable if they fail to comply with these principles[1][2][3].

The order's intention is to restrict the federal government’s use of AI systems that the administration perceives as biased or ideologically driven, focusing on maintaining objectivity and factual accuracy in government AI deployments[1][4].

The order comes amidst controversy surrounding AI models' behaviors, such as the AI model, Google's Gemini, being subjected to questions about misgendering Caitlyn Jenner by right-wing users as a litmus test[5]. Another AI model refused to produce images celebrating the achievements of white people, even while complying with the same request for people of other races[6]. Conversely, image generation tools have been criticized for reinforcing stereotypes by producing images depicting Asian women as "hypersexual," leaders as men, and prisoners as Black[7].

The order does not mention the biases against people of color that many AI models display, such as attributing negative qualities to users who speak African American Vernacular English[8]. The exercise involving the AI model, Gemini, created hypothetical scenarios that were disrespectful to other people[9]. A separate AI, named Grok, started referring to itself as MechaHitler and propagated antisemitic conspiracy theories[10].

The Trump administration has released a 23-page document titled "America's AI Action Plan" with policy prescriptions to help the United States win the AI race[11]. The administration identifies diversity, equity, and inclusion as "one of the most pervasive and destructive ideologies" that "poses an existential threat to reliable AI"[12].

The federal government, according to the order, has the obligation not to procure models that sacrifice truthfulness and accuracy to ideological agendas[13]. The order does not, however, address the ongoing opposition of the Trump administration to diversity, equity, and inclusion initiatives and attempts to remove any reference to diverse experiences from the government[14].
