White House Publicly Reveals Comprehensive Artificial Intelligence Strategy, Outlining Ninety Key Approaches

The Trump Administration has unveiled a new AI strategy titled "Winning the AI Race: America's AI Action Plan." This comprehensive 25-28 page document, released on July 23, 2025, outlines over 90 federal policy actions aimed at securing American dominance in AI development.

The strategy emphasizes deregulation, infrastructure investment, and international competition under a "Build Baby Build!" philosophy. It is divided into three pillars: Accelerating AI Innovation, Building American AI Infrastructure, and Leading in International AI Diplomacy and Security.

In Accelerating AI Innovation, the plan aims to remove regulatory barriers at federal and state levels, revise the National Institute of Standards and Technology's (NIST) AI Risk Management Framework to eliminate references to Diversity, Equity, and Inclusion (DEI) and related concepts, and promote ideologically neutral AI systems to prevent "woke AI" influences in federal AI procurement.

The second pillar, Building American AI Infrastructure, focuses on expediting and modernizing permits for data centers and semiconductor fabrication facilities, and launching initiatives to increase high-demand skilled labor such as electricians and HVAC technicians for AI infrastructure projects.

The third pillar, Leading in International AI Diplomacy and Security, involves partnering with industry and the Departments of Commerce and State to export comprehensive AI technology packages to allied countries, including hardware, software, models, and standards.

The Trump AI Action Plan seeks to foster free speech and objectivity in AI, accelerate American AI adoption, and bolster economic competitiveness and national security. It emphasizes market-driven innovation with minimal regulation, prioritizes American workers, energy, and technology, and explicitly aims to remove regulatory "red tape" perceived as hindering AI advancement.

This plan represents a distinct departure from the Biden-era's more regulatory and ethically framed AI governance. Key differences include a robust deregulatory stance, a labor and infrastructure push, and ideological neutrality mandates aimed at removing DEI influences, contrasting with the Biden-era focus on regulatory guardrails, ethical AI, and inclusive principles.

The Trump administration's AI directive aims to remove "onerous" federal restrictions and foster innovation free from "ideological bias." The strategy has been met with enthusiasm, with David Sacks, White House special advisor for AI and crypto, emphasizing its strategic and geopolitical importance.

The value of the cooperation deal with the United Arab Emirates is approximately US$200 billion. Plans for a 5 gigawatt AI campus in the United Arab Emirates have been announced, and the strategy sets priorities across three core pillars: accelerating innovation, building domestic infrastructure, and leading on global AI diplomacy and security.

Parts of the strategy will be enacted via executive orders in the coming weeks. The White House has not provided a timeline for the full rollout of the 90 outlined actions, but implementation will begin "in the coming weeks." The strategy fulfills a mandate laid out in President Donald Trump's January 23 executive order.

The Trump administration has reached agreements with the United Arab Emirates to grant the country access to advanced AI chips. Domestically, the AI strategy pledges to fast track the permitting process for building new data centers and semiconductor fabs. The AI strategy also includes national workforce initiatives targeting technical trades essential to AI infrastructure, such as electricians and HVAC technicians.

Sacks also mentioned the need to avoid Orwellian uses of AI in the US. The Biden-era Executive Order 14110, "Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence," has been revoked by this new initiative. The strategy marks a clear departure from previous federal policy.

The Trump AI Action Plan is not only focused on deregulation but also emphasizes investment in infrastructure, particularly in data centers and semiconductor fabrication facilities. This plan aims to promote artificial-intelligence systems that are ideologically neutral and free from "woke AI" influences.

The third pillar of this strategy, Leading in International AI Diplomacy and Security, involves the export of comprehensive AI technology packages, including artificial-intelligence hardware, software, models, and standards, to allied countries.
