USDOT Secretary Duffy lays out key focus points before Surface Transportation Reauthorization Act legislation

The United States Department of Transportation (USDOT) has taken a significant step forward in President Donald Trump's "America is Building Again" agenda with the signing of a Memorandum of Understanding (MOU) between USDOT Secretary Sean Duffy and the Texas Department of Transportation.

During a recent conference discussing priorities for the upcoming Surface Transportation Reauthorization Bill, Secretary Duffy emphasized the key priorities and agenda points of the bill. These include enhancing transportation safety, accelerating project delivery, increasing opportunities through infrastructure investment, and strengthening partnerships.

Enhancing transportation safety focuses on bridges, the safety of transportation workers and pedestrians, truck parking, and the integration of autonomous vehicles. Accelerating project delivery involves reforming the National Environmental Policy Act (NEPA) and permitting processes, enhancing the One Federal Decision policy, and increasing the use of technology to streamline and speed up infrastructure projects.

Infrastructure investment aims to promote economic growth by expanding capacity and mobility, relieving congestion, and encouraging more private sector investment in transportation. Strengthening partnerships with states and other key stakeholders to improve transportation outcomes is a focus, including prioritizing federal interests, creating greater efficiencies, and supporting research.

Secretary Duffy's mission is to build transportation projects quickly and streamline rules and regulations. In line with this, the administration is emphasizing a "back-to-basics" approach that reduces bureaucratic hurdles and social justice criteria in funding, granting states greater flexibility and reducing conditions on money administration.

The signing of the MOU marks a historic removal of burdensome red tape that empowers state DOTs to manage their projects and cuts down on unnecessary costs and delays. In a letter, Duffy urged governors nationwide to assume NEPA responsibilities and take the lead on project delivery.

This move is intended to serve as a model for other states interested in implementing the America is Building Again agenda. The current Surface Transportation Authorization expires on Sept. 30, 2026.
