In a significant move, the White House Office of Science and Technology Policy has released the AI Action Plan, titled "Winning the AI Race: America's AI Action Plan," on July 23, 2025 [1][3]. The comprehensive plan outlines key policies under three main pillars: Accelerating AI Innovation, Building American AI Infrastructure, and Leading in International Diplomacy and Security.

The plan includes several key policies:

  • Exporting American AI Technology: The Commerce and State Departments will work closely with industry to deliver secure, full-stack AI export packages—including hardware, models, software, and standards—to allied countries [3]. This collaboration aims to enhance U.S. leadership in global AI markets.
  • Promoting Rapid Buildout of Data Centers and Infrastructure: The plan calls for expediting and modernizing federal permitting for data centers and semiconductor fabs. It also proposes launching national initiatives to increase demand for occupations like electricians and HVAC technicians necessary for AI infrastructure [3][4].
  • Removing Regulatory Barriers: The federal government will aggressively roll back existing AI-related regulations, making deregulation a condition for federal funding. This includes rescinding prior executive orders seen as barriers and updating federal procurement guidelines to prevent ideological bias, dubbed “Preventing Woke AI” [2][4].
  • Upholding Free Speech and American Values in AI Systems: The plan emphasizes that federally procured AI models must be objective and free of top-down ideological influence. This ensures that frontier large language models uphold free speech principles [3][4].
  • Enhancing Workforce Development: The plan offers new incentives for AI-focused education, training, and apprenticeships to build a skilled AI workforce aligned with federal priorities [2].
  • Strengthening Cybersecurity and AI Governance: The plan involves guidance on cybersecurity, updates to the National Institute of Standards and Technology (NIST) AI Risk Management Framework, and creating new structures such as an AI Information Sharing and Analysis Center within the Department of Homeland Security to oversee AI risks and incident responses [1].

In total, the Action Plan presents over 90 federal policy actions aimed at establishing U.S. AI leadership through innovation promotion, infrastructure investment, deregulation, talent development, and international diplomacy focused on security and export controls [1][3].

Marco Rubio, Secretary of State and Acting National Security Advisor, emphasized that President Trump took decisive action by commissioning the AI Action Plan. He stated that the plan sets clear-cut policy goals to ensure America sets the technological gold standard worldwide [4]. David Sacks, AI and Crypto Czar, also mentioned that the AI Action Plan provides a roadmap for leading in innovation, infrastructure, and global partnerships, while centering American workers and avoiding Orwellian uses of AI [4].

The AI Action Plan is in accordance with President Trump's January executive order on Removing Barriers to American Leadership in AI [1]. Marco Rubio also highlighted that winning the AI race is non-negotiable for America's prosperity and national security [4]. According to Michael Kratsios, White House Office of Science and Technology Policy Director, the aim of America's AI Action Plan is to cement U.S. dominance in artificial intelligence [3]. The plan also seeks private sector input on rules to remove and aims to remove onerous Federal regulations that hinder AI development and deployment [2][4].

  1. The AI Action Plan, initiated by President Trump, emphasizes the need for technology and science advancements to set the global standard, particularly in the fields of AI innovation and infrastructure development.
  2. The comprehensive AI Action Plan, with over 90 federal policy actions, also highlights the importance of politics in achieving this goal, focusing on deregulation, workforce development, and international diplomacy aimed at security and export controls.
