The UK government has entered into a significant partnership with OpenAI, a leading AI research company, to expand AI research collaborations, invest in UK AI infrastructure, and apply AI in public sectors like justice, defense, security, and education technology.

The partnership, formalized through a Memorandum of Understanding (MoU) signed on July 21, 2025, aims to leverage OpenAI's cutting-edge AI models to transform taxpayer-funded services and drive economic growth across the country.

OpenAI will expand its London office and research teams, collaborating with government departments to support AI infrastructure development such as data centers and AI Growth Zones—regions designated for strategic investment to boost local economies and innovation ecosystems.

Key details of the partnership include:

  • AI Security Research: OpenAI will deepen collaboration with the UK AI Security Institute to enhance understanding of AI capabilities and security risks, sharing technical information to build sovereign AI capabilities within the UK.
  • Investment in Infrastructure: OpenAI plans to explore investment in UK AI infrastructure, including supporting the government’s AI Growth Zones initiative funded with £2 billion aimed at attracting data centers, research hubs, and fostering cooperation between universities, startups, and public institutions.
  • Public Services Applications: The partnership focuses on deploying AI to transform taxpayer-funded services, particularly in justice, defense, security, and education technology. The goal is to make these services more efficient and effective while aligning AI deployment with UK standards and democratic values.
  • Economic Growth and Innovation: By leveraging OpenAI’s AI technology, the UK government seeks to drive economic growth, increase productivity, and maintain a leading AI ecosystem grounded in democratic oversight and innovation talent pools.

The agreement reflects a strategic effort to both reinforce the UK’s sovereign AI capabilities while leveraging OpenAI’s technology and expertise to accelerate AI adoption and infrastructure development nationwide. Notably, the partnership is non-binding and stresses collaboration on AI safety, infrastructure investment, and public service transformation to help the UK remain competitive in the global AI landscape.

OpenAI's work may result in the creation of high-paid tech jobs and increased investment in UK infrastructure. For instance, the development of AI-enabled R&D infrastructure could provide significant opportunities for collaboration and innovation.

One example of this collaboration is the use of OpenAI's large language model, ChatGPT, in Whitehall's AI assistant, 'Humphrey', to speed up the civil service and automate policy-making processes. A bespoke tool called 'Consult' in 'Humphrey' uses GPT 4o to sort public responses to consultations, a task that usually takes weeks and is done in minutes.

Technology Secretary Peter Kyle believes AI will drive change across the UK, including in the NHS, breaking down opportunity barriers, and economic growth. The partnership will explore deploying AI in areas such as justice, defence and security, and education technology.
