China Climbs Global Innovation Rankings, Overwhelmingly Leading in R&D Expenditure

The Global Innovation Index (GII) 2025, released by the World Intellectual Property Organization (WIPO), a United Nations agency, has revealed significant shifts in the global innovation landscape.

China is on its way to becoming the country with the largest Research and Development (R&D) expenditure, accounting for nearly a quarter of international patent applications in 2024. This marked achievement has propelled China into the top 10 most innovative countries for the first time, displacing Germany, the largest economy in Europe.

Switzerland remains in the first place, having led since 2011, with Sweden and the USA joining the top three. The USA, Japan, and Germany, which together accounted for 40% of the total number of patent applications in 2024, showed a slight decrease in 2024. However, China's rapid ascent is undeniably reshaping the global innovation landscape.

The ranking is based on 78 indicators grouped by innovation inputs and outputs, assessing the innovative potential of 139 countries. In terms of innovation inputs, Belarus is ranked 102nd, and for innovation outputs, it is ranked 70th. Belarus is ranked 85th in the GII 2025, maintaining the same position as the previous year. Belarus is ahead of Egypt, which is ranked 84th, and one position below Barbados.

Among Belarus' neighbours, Lithuania ranks highest at 33rd. Poland is ranked 39th, Latvia is 41st, and Russia is 60th, while Ukraine is 66th in the GII 2025.

The situation with innovations is worst in Niger, Angola, Republic of Congo, Venezuela, and Mali, according to the compilers of the GII 2025. However, there are some positive developments in other countries. Senegal, Tunisia, Uzbekistan, and Rwanda are 'becoming dynamic and successful in innovation.'

The GII 2025 also highlights the continued improvement of middle-income countries such as India, Turkey, and Vietnam. These countries are steadily climbing the ranks, demonstrating the potential for innovation-led growth in developing economies.

The top 10 most innovative countries in the world are: Switzerland, Sweden, USA, South Korea, Singapore, UK, Finland, Netherlands, Denmark, and China. This ranking underscores the global competition in the realm of innovation and the need for continuous investment and policy development.

While the innovation policy of Belarus in the GII 2025 is not explicitly mentioned in the available data, the country's position and trends suggest areas for improvement and potential focus for future policy development.
