Kerala's Home Delivery of Liquor Proposal Remains Pending

The proposal for home delivery of liquor through online sales by the Kerala State Beverages Corporation (BEVCO) is currently under consideration by the state government, but has not yet been approved.

The proposal includes key features such as delivery only to individuals aged 23 and above, with mandatory age verification at the time of delivery. BEVCO plans to use a dedicated mobile application for ordering and collaborate with delivery platforms like Swiggy, Zomato, or Supplyco through a tender process. The aim is to reduce crowding and long queues at the limited 283 physical BEVCO outlets in Kerala, which are fewer compared to other states such as Tamil Nadu.

Despite BEVCO's persistence and the potential to increase revenue, estimated at an uplift of Rs 5,000 crore, the Kerala government has expressed concerns, mainly due to the impending local body and assembly elections, fearing political and social backlash.

In response, BEVCO is preparing to launch a pre-booking mobile app that will allow customers to order and reserve liquor for pickup at retail outlets as an interim solution until full online sales and delivery is approved.

The proposal faces opposition from social and anti-alcohol groups, who argue it will lead to an increase in alcohol consumption and alcoholism. Concerns have also been raised about the potential for underage drinking, despite the proposed age verification measures.

In the fiscal year 2023-24, alcohol sales in Kerala generated over Rs 19,000 crore, making it one of the largest sources of income for the state government. The government heavily relies on alcohol revenue to fund various public services and infrastructure projects.

Other states, including Delhi, Karnataka, Haryana, and Punjab, have explored similar pilot projects with online delivery platforms like Swiggy and Zomato. Several other Indian states have already implemented or experimented with liquor home delivery, such as Odisha and West Bengal.

The low number of outlets is a primary reason for the long queues and overcrowding at liquor outlets, a problem the home delivery proposal seeks to address. However, traditional retail bodies and political backlash have been significant hurdles in the past for implementing home delivery of liquor in Kerala.

The proposal would require amendments to the Abkari Act, and is currently under consideration by the state government. The key challenges include legal constraints under the Abkari Act, political resistance ahead of elections, and concerns about social impact from easier liquor access.
