Judicial Power Fails to Issue a Caution Regarding Potential Issues with Abuser Bracelets

A controversy is brewing over the monitoring bracelets for victims of gender violence, with some questioning the reliability of the system.

Recently, the former president of the Observatory against Gender Violence, Ángeles Carmona, stated that Equality, the ministry responsible for the programme, did not receive any official communication about the poor quality of the service provided by the new winning company, Vodafone. This assertion comes after Vodafone and Securitas Security took control of the telemetric bracelets in February 2024, replacing the system previously managed by Telefónica from 2009 to 2023.

The new system, introduced by Vodafone and Securitas Security, features new models and a different system design. However, it's worth noting that the new system did not begin installing devices until February 8, 2024, and the complete migration from the old system to the new one was not completed until May 8, 2024.

Despite the controversy, Equality emphasises that the system is working at 100%, saving lives every day, and is a reference model. The ministry also denies that they were warned about potential risks to the delegate or Minister Redondo before the contract substitution, as suggested in some quarters.

Moreover, it's important to clarify that the functionality of the system is only accessible for subscribers, and for registered users. The Judicial Power's Observatory cannot access documentation related to the execution of public contracts, which is a point of contention in this ongoing debate.

In a recent development, the Ministry of Equality has sent a letter to the Observatory against Gender Violence, addressing the concerns raised. However, the letter does not mention Javier Palomo, a notable figure in this discussion.
