Germany's a prime target for foreign cybercriminals and so-called hacktivists. According to BKA President Holger Münch, the number of offenses committed from abroad has skyrocketed. The report indicates a slight drop in cases where the perpetrators are located in Germany – about 134,000 cases to around 131,000 cases. But Münch warns of a whopping 190,000 to nearly 202,000 cases increase in the number of offenses committed from abroad.

The Dark Figure's High

Münch dropped a truth bomb: the dark figure in this game is sky-high. He urged victims to report cybercrime. The report suggests that messaging services are becoming popular as a distribution channel for "cybercrime-as-a-service" offers. This refers to a business model where criminal services or tools are sold over the internet. Until now, these criminal service packages have mainly been hawked in the darknet or relevant forums.

Police Union Calls Out Law Enforcement's Lack of Preparedness

Alexander Poitz, the deputy federal chairman of the Police Union (GdP), raised the alarm: "The digital universe is the new stronghold of organized crime with an astronomical dark figure." As of now, security authorities aren't geared up to handle this digital war. Structural, personnel, and technical deficiencies cripple effective law enforcement. If politics, justice, and police don't step up, they risk losing ground and control.

BKA President Münch paints a different picture. He says: "With our internationally coordinated moves, we've shown in the past year that we're relentless in our fight against the escalating threat. We're countering with effective police measures.”

Now, there's a catch – Dobrindt's announcements don't mention the specific role of AI in these measures. The government's focus is on tightening up the legal frameworks and enforcing tougher security standards, primarily for state and federal institutions that are common targets for hackers. Although AI is increasingly employed in cybersecurity globally, it seems to have a minor role in Dobrindt's plans for now. That could change, though, as the battle against cybercrime intensifies!
