The French government is pushing forward with the integration of artificial intelligence (AI) into various public service domains, as evidenced by the recent unveiling of Albert, a sovereign AI, by Prime Minister Gabriel Attal on April 23, 2024.

In his speech discussing the Simplification and Debureaucratization of the State, Attal emphasized the potential of AI to enable humans to be central to public services, with the transformation of public services already underway. AI is being implemented to automate tedious tasks, streamline bureaucratic procedures, and combat issues such as tax fraud.

One such example is the use of AI in the tax administration. This technology has helped identify undeclared real estate based on public data, demonstrating its effectiveness in combating fraud. Furthermore, AI is being used to create quizzes and evaluations for student training, with Aristotle being one such AI system.

Another innovative AI platform is DeepBrain, a multi-agent AI developed for the French public sector. This system enables public servants to create personalized AI assistants connected to diverse government data sources, consolidating information from millions of documents for efficient task support.

The French government is also focusing on AI for enhancing accessibility. AI-powered subtitling programs are being developed to create real-time subtitles for public broadcasts, educational content, and official communications, improving accessibility for the hearing impaired and supporting multilingual citizens.

However, the use of AI in public services is not without flaws. There are concerns about the potential exacerbation of inequalities, as demonstrated by the association La Quadrature du Net, which has looked into the algorithms used to rate CAF beneficiaries. To address these concerns, the French government is emphasizing responsible AI with clear ethical guardrails, supporting training for public employees on AI systems, and ensuring AI models respect privacy, security, and transparency requirements.
