## Service Quality and Coverage

Both MTN and Orange have been penalized for failing to meet network coverage and service quality standards across major cities and corridors in Cameroon. Customers experience frequent voice and data service outages, as well as uneven network availability.

## Regulatory Breaches

Orange Cameroun was specifically fined for violating pricing transparency regulations and for having faulty opt-out mechanisms for value-added services (VAS), which often result in unexpected charges for subscribers. In response to growing public frustration and repeated calls from the Minister of Posts and Telecommunications to improve service quality, the TRB has fined MTN Cameroon and Orange Cameroun approximately US $4.6 million for ongoing service delivery issues and regulatory breaches. The penalties may include reductions in license validity periods.

## Enhancements and Future Plans

The TRB has committed to intensifying oversight of service providers, conducting thorough infrastructure audits, and enhancing customer complaint mechanisms. Officials have warned of possible additional penalties for continued non-compliance.

Despite collective investments of over CFA 185 billion in network infrastructure in 2023, consumers have consistently voiced concerns over recurring network failures, sluggish internet, and dropped calls issues. The TRB Director General, Philémon Zo'o Zame, emphasized the agency's commitment to upholding contractual standards and the critical role of dependable telecom services in national development.

The enforcement of compliance standards will be tightened, and the TRB plans to conduct a significant enforcement step in Cameroon's push to uphold service quality within its digital economy. Orange Cameroun was fined approximately US $2.5 million for service delivery breaches and violations of pricing transparency regulations. An additional penalty of around US $357,600 was levied on Orange Cameroun for non-compliance with pricing standards.
