The Ministry of Digital Development of Russia has announced a new measure aimed at enhancing security and controlling foreign SIM cards used in national roaming. TASS reported that the ministry has introduced a "cooling-off period" mechanism for foreign SIM cards in the national roaming context.

According to the announcement made by the head of the Ministry, Maksut Shadaev, at the "Digital Evolution" conference in Kaluga, the mechanism is designed to provide citizens with uninterrupted access to essential online services during mobile internet restrictions related to security measures.

The "cooling-off period" mechanism applies to foreign SIM cards in national roaming as well as M2M networks (machine-to-machine interaction), ensuring the smooth operation of ATMs, payment terminals, and other automated devices.

T2, a company that has already developed and successfully tested a solution for internet access under restrictions caused by security measures, has collaborated with telecommunications operators to create this technical solution. The solution tested by T2 requires users to pass several simple verification steps, including a captcha, to access mobile internet.

By default, the access of foreign SIM cards to mobile internet is limited to 5 hours under the "cooling-off period" mechanism. However, once verified, subscribers are provided with 12 hours of comfortable mobile internet access, after which it needs to be renewed.

This solution allows users to access a whitelist of services like taxi, delivery, and marketplace services at the same speed during restrictions. Users can authenticate through a captcha and use basic services, such as calling a taxi or making an emergency call, even during the 5-hour limitation.
